В электронном письме, полученном в ответ на заданные вопросы, представитель Central Japan Railway Company писал: «В то время инженеры JNR считались элитой; инженер, который создал Синкансэн (Сима)… работал в JNR уже давно и знал о железных дорогах практически все». С 1955 года Сима осуществлял надзор за Токайдо Синкансэн. «Уже в 1939 году, наряду с проектированием поезда-пули, планировалось разработать поезда, развивающие максимальную скорость 200 километров в час. Перед инженерами Синкансэн стояла четкая задача: поездка из Токио в Осаку должна занимать 3 часа. В 1963 году был создан первый поезд нового образца „Series 1000“, развивающий скорость до 256 километров в час».
